Urgent Action on Inclusionary Zoning for Orleans & Ottawa

The Issue:

Ottawa continues to expand high-end condominium developments along the LRT and BRT corridors, yet inclusive, affordable housing remains absent—particularly in Orleans. The city's most vulnerable residents, including individuals with disabilities, are being left behind due to policy barriers and inaction.

The Reality:

Pre-COVID, over 34,000 individuals in Ottawa relied on the Ontario Disability Support Program (ODSP), including 1,700 individuals with developmental disabilities.

In 2018, Inclusionary Zoning (IZ) regulations were introduced as a potential solution, offering hope for a more equitable housing landscape.

However, the Government rejected Toronto’s attempt to implement IZ, setting a dangerous precedent.

Bill 23 (Schedule C-1) further weakened IZ policies, reducing municipalities’ ability to mandate affordable housing near transit hubs.

Why This Matters for Orleans:

Orleans has no inclusive, affordable housing near LRT/BRT routes.

Without proactive IZ policies, exclusive condo developments continue to dominate, deepening inequality.

Action Plan:

✔️ Push for mandatory inclusionary zoning along LRT/BRT corridors, ensuring developers allocate units for affordable and accessible housing.

✔️ Advocate for municipal and provincial legislative changes to restore cities' flexibility in enforcing IZ.

✔️ Ensure Orleans is prioritized in new housing strategies to address its lack of inclusive housing options.

Accountability Beaurea will provide immediate Assistance to affected families with short term action .

We cannot allow policy loopholes and developer interests to dictate housing access for our most vulnerable communities. Immediate action is required to make Orleans a leader in inclusive, affordable urban development

Arabella Vida is the CEO and Founder of ETHAN VIDA ORGANIZATION, an initiative dedicated to special needs children with complex health issues. In April 2024, she embarked on her journey as a politician, deeply inspired by the life experiences of her only precious son, Ethan Nikko Vida.

She is a relentless advocate for special needs individuals and marginalized communities, fighting to ensure the practical implementation of UNHCR and AODA rights to protect people with disabilities and victims of systemic injustice. She is actively demanding the establishment of an Accountability Bureau to safeguard Ontarians and Canadians from discrimination, abuse, and neglect by service providers. As a champion for society’s most vulnerable—especially special needs children—she is committed to dismantling barriers, advocating for equity, and holding institutions accountable.

Why Arabella Vida is Running as MPP for Orléans

Arabella Vida is running as the MPP Candidate for Orléans because she has personally experienced the deep failures of a system that should protect Canadians—especially the most vulnerable. Her motivation stems from a tragic incident involving her son, Ethan Nikko Vida, who was harmed by Air Canada staff in May 2023. Instead of receiving justice, she and her son faced re-victimization by government service providers, exposing inhumane failures in accountability, healthcare, and disability rights.

Today, Ethan’s life remains uncertain due to the damages inflicted upon him and the lack of essential medical care. Despite Canada’s commitments to UNHCR and AODA rights, these protections exist only on paper, not in practice, forcing families like hers to fight for basic dignity and justice.

Arabella refuses to stay silent and began her political career in April 2024 to fix the broken system and support Canadians. Her personal experience has given her deep insight into Canada’s broken systems, allowing her to understand the struggles of families facing discrimination, poverty, poor infrastructure, transportation challenges, lack of quality education, and inadequate healthcare services. Through Ethan Vida Organization, she has been meeting one-on-one with affected families, listening to their struggles, and directly serving those in need. She has witnessed firsthand how government neglect has left many Ontarians without support and is determined to bring real, lasting change.

At this point, Arabella is the only leader from the Orléans community solely fighting for Orléans people's rights—not for political gains like other parties. She is committed to addressing each community’s issues, not just to win an election, but to build real, lasting relationships with the people. She vows to remain in direct contact with residents beyond the campaign, working alongside them to bring real solutions to their daily struggles.

Key Priorities as MPP:

  1. Healthcare Services: Fix ER wait times, increase funding for hospitals, home care, and mental health support, and ensure fair wages for healthcare professionals to improve patient care.
